Abstract

Tanulmányomban a Partnerségi Megállapodást megelőző egyeztetési folyamatot vizsgálom kommunikációs szempontból. Célul tűztem ki a fejlesztési források potenciális kedvezményezettjeitől beérkezett vélemények elemzését, melyek a korábbi Nemzeti Fejlesztési Ügynökség, jelenleg Széchenyi 2020 pályázati oldalon érhetőek el. Kísérletet teszek arra, hogy összehasonlítsam az egyeztetési folyamat megalkotóinak előzetes hipotéziseit az aktuálisan beérkező vélemények számával és azok tartalmával. Vizsgálom továbbá a kommentelők identitását és hatásukat az egyeztetési folyamat kommunikációjára. Célom, empirikus kutatási adatokkal alátámasztani vagy megcáfolni hipotézisemet. A kapott kutatási eredmények tükrében javaslattal állok elő a következő tervezési időszak kommunikációs stratégiájának javítására vonatkozóan – amennyiben szükséges. In my paper I attempt to examine the negotiation process of the Partnership Agreement from a communication point of view. The negotiation process precedes the handing in of the Partnership Agreement and that of the Operative Programmes to the European Commission. The adoption of the above mentioned two documents by the European Commission is a precondition of the disbursement of the 2014−2020 development sources for Hungary. The actuality of my research topic is shown in the fact that it was the first time for Hungary to perform the negotiation process of the Partnership Agreement in order to drawdown the development sources of the 2014−2020 financial period. During the negotiation process the beneficiaries of the 9 Operative Programmes are addressed through partnership forums and online appearence. The aim of my writing is to examen first of all the communication process of the negotiation based on the official web page of the negotiation process. My research question is whether the negotiation process of the Partnership Agreement was successful or not from a communication point of view? If I manage to prove the success of the communication process during my research I will present its elements which resulted the success. If my research results in showing a failed communication process, I will present my foundings that show the missteps and I will attemp to suggest better communication techniques. During my research I will examine the data that can be found on the webpage of the former National Development Agency (www.nfu.gov.hu), moreover I will examine the homepage of the negotiation process of the Partnership Agreement (www. szamitaszavam.hu). The comments received by the beneficiaries will be examined by discourse analysis, while the content and format of the webpage will be analysed through a pragmatical and marketing communication viewpoint. I find it important to reveal whether the preparatory team of the negotiation process of the Partnership Agreement has reached its aim or not. I had the opportunity to study the negotiation process from the inside (to work with the members of the preparatory team), therefore I would like to reveal whether the preconception being in the head of the preparatory team members made it possible to convey the message of the negotiation process to the receivers, or not. My aim is to study as well how the target group has understood the message of the negotiation process. I will prove or confute my statements through empirical reseach data.
